The prior are punishable in ways to be decided upon a finished investigation, ranging between reprimanding and blood loyalty, to the taking of the Requiem.
IV:
All shall present themselves before the Prince. Should one wish to keep to themselves, the request must be appealed to the Prince and his Officials.
V:
The right to a Domain within the City of Novi must be appealed to the Prince. Usually this isn't a large deal, but all territory grievances (border disputes) shall be brought to the Prince, unless handed to his advisers (Primogen, Senechal, etc) All territory unclaimed will be open territory and shall be treated as a neutral zone. Disputes involving such shall similarly be brought to the Prince, and if deemed so, his officials prior mentioned.
VI:
Domains holders shall be given the proper respect by visitors, and when appropriate, all by-laws deemed by the domain holder shall be followed.
VI; A: When a by-law of a Domain holder conflicts with social harmony, or with these laws, these laws hold true unless otherwise discussed with the Prince. Disruptions in Social Harmony (e.g. Having to fully viniculized oneself to enter, having to be naked while in the domain, etc) should be reported to the Prince for investigation.
VII:
Kindred have the right to own a Haven in the City, as long as it is not imposing on the domain of others.
VII; A: If it is, the domain holder must bring the situation to the Prince in his court to be resolved. Usually, the domain holder will be asked to allow the Kindred to rest in his domain. Negotiations will be made towards compromise.
VII; B: If the domain holder wishes the Kindred in question to leave and relocate and his or her plea is granted, the Prince and his Court shall aid the one in question to relocate if absolutely necessary.
VII; C: Any Kindred may have a Haven in the neutral zones, as long as they mind their manners and respect their neighbors. Again, all disputes shall be brought to the Prince and his Officials.
VIII:
Any Kindred that may hold domain within the city, or otherwise reside in the city, are subject to summons by the Prince and, if given permission by the Prince- his officials.
VIII; A: The subject may contact the Prince or, in case of the inability to contact him- his Officials, to appeal the summon with fair reasons. Fair reasons will be interpreted with the context of the summon and the reason of the appeal in mind. Should the appeal be deemed worthy a further date may be set to meet with the Prince, or if applicable the issue in question may be resolved by contact or proxy.
VIII; B: All proxies must have a written and signed form of consent by the Kindred in question. The proxy must be Kindred in nature, unless mitigating circumstances call for the application of a Ghoul or known type of supernatural. In this case, the supernatural in the Kindred’s servitude must be noted on the city’s records.
VIII; C: If no such records exist; without even more reasonable mitigating circumstances- the summon will be considered active until the desired time.
VIII Addendum:
When the time has come, and the Kindred in question has not arrived, the Kindred will be reprimanded with a warning, and possibly a fine of either slight blood servitude to the Prince (And/or the official who might’ve requested the summon) - or a nominal fee in either Domain or Finance. The punishment will depend on the nature of the summon and it’s context.
IX:
In the case of the Prince placing a blood-Hunt, the one in question must have committed a serious offense against the Prince, his people and city, possibly against the Kine. Usually the one in question does so without attempting to solicit redemption- as well as evade reprimanding.
IX: A: Should the malcontent wish to appeal the Blood-Hunt, the one in question must disarm and give in to the mercy of the citizenry. This also involves calling a ’parley’ while spilling your own blood to levels of submission. This will grant one the chance to see the court about their crimes.
IX; B: Should the one in question be found guilty, the punishment may range from the original punishment to one more severe (depending on the situation).
IX; C: Should the one be found guilty but not in control of the situation, strict punishments (including Blood ties/servitude, exile) but not most severe (Final Death).
IX;D: Should the one in question be found innocent by the Prince and the Primogen, they may go back to their lives after a formal apology to the court for the misunderstanding, as surely the Prince and will follow suit.
IX; Addendum: Should the citizenry find the hunted Parleying, but commences the hunt anyway, they shall take on the punishment of the so-hunted- unless the final death caused was in self defense.
X:
When issues of kine-sort develop, for example the murder of a citizen, it shall be approached by the standpoint of justice.
X; A: To murder another Kindred, as murder is defined by Kine-law, is an offense against the city. Such instances shall be investigated, and any convicted of the crime shall be tried by the Prince, his officials, and a court of his Kindred peers.
X; B: The above, X; A, pertains to similar harsh crimes like those addressed to kine-law. Obviously, our ways differ in many avenues, and such conflicts will be resolved with respect to this fact.
X; C: Minor disputes and issues may be resolved without trial.
X; D: All Kindred summoned to face their crimes or those kindred which are relevant to the case, may not utilize a proxy and are held to law “VII: A” to arrive at the specified location, date and time.
